The Dowdall Drain has caused considerable angst among those along the drain and in particular, those residents of Heron Lake Estates. There remain many unresolved issues re: the need for maintenance and with assessment apportionments. Those assessments were argued before the Court of Revision.

Councillor Brooks has created a Ward 21 Council consisiting of members of communities and villages in Ward 21 to better understand the issues and needs concerning the constituents in this large ward.  Ward 21 Council meets on the last Monday of each month.
