The city has approved the rebate for all residents of Richmond and Carp for the sewer charge. Residents need to apply for this rebate by July 20, 2010.
At the request of Tom Lischer, a Richmond resident, I raised the issue with staff over a year ago and again during the 2010 Budget deliberations. As a result, the sewer surcharge was adjusted in 2009. I then raised the issue of re-imbursement for pervious years back to 2001. Admittedly, there are concerns and thus, I need your input.” Counc. On Saturday 24 April, I held an open house re: Sewer Adjustments, as promised. I credited Tom Lischer for raising the issue with me in 2008. I thanked staff for adjusting the sewer rate for 2009. I then requested reimbursement to the property owners for the previous years in 2009 and again during the 2010 Budget deliberations. Staff and Planning and Environment Cmte. have now responded. To me there was unfairness in the recommendations and thus, the public meeting.
I am recommending that full re-imbursement be made to those who were over-charged since 2001 and not to just the current owners. This amendment will cost the City about $200,000 more. Thus, the total cost with interest will be nearly $ 1 M. For some residents who no longer live in the Village, they will have to apply for the rebate.
